No it doesn't mean that he is cheating.
But it may mean that he is bored and interested in outside stimulation. I recommend you try and shake things up a bit, go out more, introduce a bit more spice into your relationship.....even if I'm wrong, it will still be good for you both and your relationship, yes?

To me it depends on what he's doing on the chat , I think you need to do is find somthing that keeps his attention
I chat live because my boyfriend pays me no attention so i use it as a form of cheating the only way i can . that does'nt mean your husband is doing it he could just be having computer fun. my boyfriend is trying to do other things in his life so i chat. just check it out

What types of chat rooms does he visit?
Are they about a certain topic?
I know lots of guys that come into the chat rooms I go to talk about Hockey. We all talk during games about the various games we are watching and things that go on in our sport. There is no cheating going on there. Just talking about something we all are passionate about.

it does not mean he is cheating at this time, but we all know it could go into cheating at some point. i would talk to him about it and see if there would be a way that he would just stop visiting those sites. or if he cannot then maybe you could set with him and chat also.

No, it does not mean he is cheating. There is nothing wrong with being worried though. Chatrooms are horrible news, I speak from expierence. Tell him your concerns, he is better off having friendly conversations with people through a messenger. (Chat has so many problems attatched to them, he could catch a virus from someone VERY easily, and alot of people that go into those rooms like to make other people miserable. It is horrible, they will get into your computer and information and possibly ruin your computer)

That depends on what kind of chat rooms he's on and what he's talking about to whom. If he's in a sports room talking about his favorite team not an issue. If he's in a singles room or something like that and he's talking provocatively with other women then that depends on you definition of cheating.
