During the first 2 weeks to 1 month after the neutering, there can still be some active sperm left in the sexual organs that could impregnate a female. Weird, I know.
After that, just as with human men who get their tubes tied, there is a slight chance that he could get the female pregnant, but it is very small.
Unspayed female rabbits have an over 80% chance of getting and dying from uterine or other reproductive cancers though so you should still get the female spayed.
Besides cancer, unspayed females are prone to having false pregnancies. (Sort of like a cat in heat, but more stressful for the rabbit) During false pregnancies, female rabbits will build a nest & pull the hair out from their chest & stomach to line that nest. They may even stop eating (as they would do normally the day before they give birth for real). This is very stressful for the rabbit.
When you get your rabbit spayed, it is important that the vet REMOVES the uterus and ovaries, not just ties the tubes. If they aren’t removed, the likelihood that she will get these cancers is still very, very high.

No he cannot. Unless you have just got him done, within the past few weeks - there can sometimes still be some sperm in his tubes, this will go within the next few weeks.

I doubt it as his bits are tied in a knott so no sperm should be able to escape, as it were.
