Any local computer store would stock a USB 2.0 host controller. It's just an add-on card that fits an empty PCI slot. You should be able to find them in 2- to 5-port (4 external, 1 internal) configurations.
Also, be aware of operating system limits. If your computer doesn't have USB at all, then I'm assuming your PC is quite ancient. NT 4.0 won't support USB at all, and windows 2000 didn't untill service pack 4.
If your computer has older, USB 1.1, check the requirements of the card you intend to purchase. It may require a minimum of windows 98SE.
