Gal friend went out this morn to go to work and the car wouldnt turn. What broke?

There is a linkage from the steering column to the steering gear box and sometimes the gear box its self goes bad but that usually take more than 12 years.
Lastly there is an arm ( Pitman arm) that goes from the gear box to the tie rods that I've seen detach, could be any one of these.

It's telling you it is a piece of **** so it could be anything, from steering wheel knuckles and linkaged joints to the steering gear box in case of rack and pinion to the tie rod ends... You'll have to visually inspect all of this, it might help to have someone turn the wheel back and forth as you look under the hood to see what moves and what doesn't, as that can help isolate the problem... It may also be right up under the steering wheel, but I'd check up under the hood as described first.

You should lift the hood and watch where the steering collum comes out of the fire wall and meets the rack and pinion unit. if the steering shaft is turning and the rack isn't moving the tierods back and forth then the the rack is shot .

Is it front wheelpersistent?????? if so it must be c v j's you ought to verify it or have it checked Jack it up and see if "something" is loose, wheel bearings, wheel nuts, steerage joints. it particularly is impossible to declare. a good mechanic might inform you after he has heard, the rattle. What you describe as a rattle is in all possibility not what i might describe as a rattle it particularly is on no account any good guessing

if the steering wheel turns but the actual wheel does not its your tie rod
