Depends on where you live. Some places have websites that you can learn about properties if you know where they are located. Some states you need to research it by going to your local court house to see who the last owner is on record.

Go to the local (town or county) taxing authority and ask them who they show as responsible for the taxes. You can also find out whether or not they are paying them; if they aren't, it's an indication of the owner's opinion as to the value.

Or the City center, they have the files for every occupant of the house, and can tell you when and why it is now boarded. They will also take you throught the steps of getting the property.

Go to your county recorder's office and look up the address. You should be able to find a deed for the property and see who owns it. :)
