Don't listen to the dummies who are saying it's no big deal. An extension cord does not adjust with the dogs movement, so it could choke him, or make cuts on his neck. Also, if you knew about the problem, but did not report it, you could get into trouble too. Call the police and they can handle it.

Using an extention cord as a leash isn't animal abuse. However, you can solve this problem! Go to the pet store and buy an inexpensive collar and lead and give it as a gift to your neighbor. 15 bucks and you will be on good terms with your neighbor.

I'm not sure I see the problem here... they're not beating the dog? They feed him? They try to keep him safe with "some" kind of leash? Perhaps they're just poor and can't afford a real leash. Instead of kicking people who are at least attempting to be responsible dog owners when they're down, maybe you could leave a nice leash and collar on their doorstep.

If they are beating the dog with an extension cord, that's abuse. otherwise.. not sure it's abuse.

You can call the police and explain it to him and he will get help...I live in a small town the animal control arent there so we have to call the police.(not 911 btw)
