When they present a danger or nuisance to others, such as disrupting someone else's right to use and enjoy their property or conduct their business.. but a request should be offered first and hopefully some information as to where to obtain food and shelter...

Well, just like when it's justified to arrest anyone else. When they break the law. Or are you suggesting that a homeless person should be arrested simply because they are homeless? If you are, I assume compassion is not one of your strong attributes. Or you hang around with Barbara Bush too much.

there is no law that gives homeless people the right to break laws that have been set in place to protect and preserve the community as a whole therefore whenever the law is broken the homeless man just like the man with a home should be arrested and prosecuted if found guilty.

Because many localities have a classification system of trying to pigeon hole the needs of individual inmates, many times the the Corrections Department, Police Stations, Sheriff Department, etc., is all that is available for them.

Although it benefits the community to have the homeless checked for medical and mental needs when incarcerated, locking people up who are homeless is not a cost effective way to handle the problem.

Is it a crime to be poor?

Why stop there why not arrest people who can't earn money and depend on Welfare or Social Services?

This country is great and its social programs allow for people to have assistance, but many do prefer to live on the street. Some live in cars due to a housing shortage, but some are homeless and have jobs, jobs that just don't pay enough for housing.

I am glad they are at least talking of making the minimum wage at a higher rate.

if they break the law, but some of them break the law intentionally, they get a warm bed and a hot meal and are usually released.
