Depends.
If you are doing it because you have a birth defect, discomfort, or some other abnormality that is effecting you then yes, it is ok.
If you are doing it because you have a low self esteem and you think having bigger boobs is going to help, then you really need to find out why you have low self esteem, see a counselor first.
Plastic surgery is serious surgery with serious effects. Don't be fooled by the E! channels light perspective on plastics. Surgeries don't always go as planned. People often don't get the results they want, actually look worse after the procedure, and sometimes even die.

Any medical procedure, has its risks and its benefits; ultimately it is a personal choice. However, it is important, you make an informed choice, i.e., explore all the options. In my opinion, surgery, should always be the avenue of last resort, to attain any health or cosmetic end. You may want to consider, other options to attain your ends, e.g., nutrition and exercise.

Probably, the most important question is, why are you considering it, i.e., is there a health concern, or is appearance, the only issue. Please, don't let "Madison Avenue", dictate how you should look, don't put your health in jeopardy, to satisfy the desires of infantile men.

You also, may want to evaluate, your current attire, much can be done with color and patterns. A white or light color bikini top, will make your breasts look larger, a black or dark color bikini top, will make your breasts look smaller. Large horizontal stripes, have the same effect as light colors, i.e., they will make your breasts look larger. Narrow vertical stripes, will have the same effect, as dark colors, i.e., they will make your breasts, look smaller. This applies for all shirts and tops, not just bikini tops.

If you are considering Breast Augmentation, you must be at least 18 years old. You should consult an ETHICAL plastic surgeon who will determine that you are first mentally & emotionally fit for the operation.

I think a responsible 25 year old can make the right decision for herself.
