If your goal is to transplant it, then start digging. If you simply want to kill the plant, cut it back as close to the ground as possible and then pour concentrated Round-Up into the center of the plant. It works better if you do this during the dormant winter season when the plant doesn't have a chance to grow and spread. Good luck - Pampas Grass can be a real pain.

Digging pampas grass can be a pain.
If you want to leave it where it is, but make it 'smaller', what you need to do is cut it down as close to the ground as you possibly can and then take a shovel and literally 'cut' it in half or thirds all the way down to the roots. Leave what you want and either transplant the removed sections or simply toss them in the compost pile.
what you could possibly do before throwing them away is to ask any of your neighbors if they want a start of it. That's a good way to 'recycle' it without just throwing it away.

A pick axe is the only answer to get rid of it altogether. We women attacked one with saws, secateurs and shears initially, wearing gloves to avoid cuts. Some of the leaves just pulled out by hand. We filled 10 black sacks with the foliage.
Daughter then poured 2 bottles of bleach over the stump with no noticeable effect but 2 weeks later some other relatives used pick axes to get rid of it quite easily so it might have worked. I did hear that engine oil can be effective but it pollutes the soil.
If you're going to cut it down, don't wait until the grass plumes have grown. When cut, these fill the air with fluffy seeds which you can breathe down.

The mature plants are very difficult to remove by hand. The easiest way is to place a choker cable around the plant's base and pull it out with a winch. If the choker slips off the plant, dig around the base for a better grip and try again. The soil must be moist. Winter and spring are good seasons.
Cutting the plumes off and placing them in bags helps to prevent further seed dispersal. The plumes cannot be cut and left on bare ground. The seeds will sprout. We had a very large one years ago and we pulled it up with the car by tying a rope to our tow-bar!

First set it on fire as this is what happens where the pampas grass is native, then with what is left cut it off at ground level that is if you can borrow a chain saw, you can start to dig it out bit by bit.

I own a small landscape conmpany and I would recomend if you want to keep some of it, to split it. But that requires lots of digging for a grass that is that big.
If you want to remove it, you will have to completely dig up the root ball. If you want to avoid digging.
You could also use a brush and hedge trimmer machine that you cant rent that is powerfull and wack it down then rake it up and kill the rootball with chemicals.

Yeah it's a mess, and will cut you. Our landscapers take a chain saw to it at the base, and cut it down. (safer than burning). Then you should be able to dig the rest out easily.
