like i use change of heart to get his blue eyes can i fuse it with my own 2 to make blue eyes ultimate

yes .. but the chances of that happening are slim. You having two blue eyes .. your opponent playing the blue eyes.. and you holding change of heart + polymerization.

Yes as long as the card gives you control of the monster you can use it to tribute just as if it truly were your own but when you tribute it unless it's removed from play it would go to the original owners graveyard, If however the card would be removed from play to tribute summon the monster then it is removed from play like it was your monster all along.

well yes you could do that but yoy need a card effect like your change of heart or snatch steal heck i used that for my flame wingman and it doesn't say anything in the rule book about it.
