If by both of them you mean both left and right, it might be that your emergency flasher switch is pulled out.... its usually on the underside of the steering column somewhere.
If you mean both front and back on one side, then I would guess that there is a problem with the switch, the wiring or the "blinker". A replacement blinker is pretty cheap, and fairly easy to find in the car and replace....so, as an experiment, I would go to Murrays or Autozone and ask them for the blinker for your car....they might even put it in for you...if that doesnt fix it...then at least you know one thing that it isn't and it only cost you a few bucks.

The switch for the lights is under the steering wheel and is most likely the problem. The power to turn the lights is distributed from there. The only time both lights should be on is when the emergency flashers are on. Good luck.

if they are on but not blinking, the blinker could be bad. It is a larger round metal fuse looking thing in the fusebox. If not the switch is most likley bad

If they stay on even with the keys in your hand, I would suspect hazard switch is on and flasher is bad. If they are not on with key off, you have a bad ground somewhere.
