If the colour RED were not used in the red "stop" sign. What other colour would you use it and WHY?
Choices: blue, yellow, green, orange, pink, purple, black, white, gray, brown.

I would say a bright yellow because it will reflect and let drivers know that there is a stop sign up ahead. Which means the color for the flashing flight would have to change to yellow as well. I personally think that it should be blue but thats my fav color. A color that would stand out, definately yellow.

It needs to be a "hot" color, so people will notice it. It has to look different than anything else around it.
Hot orange or hot pink would be good, with black writing. Yellow wouldn't be good because that's already used as a "caution" sign, not "stop".

I chose black, because of your limited choices of colors and I have to assume you worked out the issue of the color of the letters.
Because during the day it would be visible at a fair distance and at night the STOP letters would be made of a white fluorescent material making them viable from afar.

I would make them bright orange (fluorescent) - because the sign still needs to grab attention and be highly visible to all drivers.

RED gives the brain a scence of alarm.
That's why it's used.
So I would go with ORANGE for the same reason.

yellow, because it caught people's attention and it is not a cold color as blue, which is more peaceful. For a stop sigh I would use a shiny color.
