Not without a lot of welding, cutting, and bending, and don't expect the final result to look like a Topaz. There's three big problems with this:

1. The cars have nothing in common other than that they are small Ford sedans.

2. Several key dimensions, including the wheelbase and overall length, are different.

3. Neither car has a central frame that the panels bolt to - the body *is* the frame.

If you're trying to make some sort of weird street racer by disguising an SVT Contour as a Topaz, you'd be better off trying to swap its drivetrain and suspension onto the Topaz unibody. That's still a fabrication nightmare.
