Does anyone know why the 1993 movie 'Saint of Fort Washington' is not available on DVD in this country?

I have searched everywhere for a DVD on this film starring Matt Dillon and Dan Glover, but, cannot find it on Netflix, Amazon, but ebay has some foreign copies.

It's not available on DVD because a DVD release of this movie is not likely to be profitable.

But VHS copies can be found on Amazon for as little as $3.64.
