The first: singular nouns are used with singular forms of (auxiliary) verbs. Use of 'members' causes confusion.

Was = has happened and will not happen again (past tense).

Has been = has happened and may happen again (past perfect tense).

Family is a singular unit, so it uses "was" and "has" so the first one is correct. The only exception is if the family name ends in "s" ... the Smith family was...the Johnsons were...

WERE, since it relates to FAMILY which is plural.

WAS is singular.
