You don't say what OS you've got. In Win, the minimum firewire compatible (1394eee) is Win98SE. With Linux you have to install a patch. Then, on boot, the computer is listening for any hot-swappable 1394 plug that connects.

Used as a net adapter, two computers have to be running a minimum of Win2K and the cable cannot be longer than 15 foot. If you don't have microsoft's patch --- 1394 Net Adapter 5.1.2535.0 --- that link is below.

I assume you are trying to connect your cable/DSL modem to your PC's Firewire port. Is USB or ethernet an option on the modem? If so, try them first.

"IEEE1394" is a Firewire standard. Your PC may not support Firewire, even though it has a Firewire port built-in.

Call your ISP, if USB / ethernet is not an option.
