Your shaving cream contains surfactants (compounds that act like soap) and creams that would react with the ions in tap water and reduce their efficacy.

Its the same reason why soap scum forms in your bath tub.

Deionized water is water which has been purified so that no dissolve minerals, gases or ions are present (this includes dissociated hydrogen and hydroxide ions) in the water. As to why it is used in shaving cream i have no idea, probably to make it more expensive as it cost money to produce deionized water,

its just filtered water with all the minerals removed so your skin or hair doesnt have a film left over when your done
