Gravity isn't truly overcome in water. Gravity in water is exactly the same as it is in air. What factor we have playing in water though, is that water is denser than air. Therefore, matter has more resistance while traveling through this medium, making it either float or sink slowly, the same idea with a parachutist in air; the parachute doesn't overcome gravity, it just increases air resistance.

As for the manipulation: it all depends on your point of view. we cannot change gravity, unless we start making matter appear or vanish on earth, but we can, in a sense, use it as a force to aid in manuvering air or space ships. (ever heard of a "gravity sling" manuver? its basically where the ship rushes towards the ground and then levels out / loops around, having an amazing increase of speed due to gravity)

I think you have a good thought. I think it can be done. My feelings are, when you look at all the inventions, that have been developed. That anything can be done. It just depends on how much money is spent on it and if some one wants to spend the money. Also it would depend upon the need. I believe anything that comes out of our minds is possible, The only limiting factor is who will spend the money and the time.

We don't even understand it yet and since it is an attraction of all things to all things not like electric force where we have opposite charges, I kind of doubt it.
