Israel fired first - but the speeches of President Nasser, and the movements of his forces, gave Israel every reason to believe that it was about to be attacked by overwhelming force after the United Nations peacekeeping force was removed as soon as Egypt asked it to be taken away. There is some grounds for believing that Nasser did not expect the United Nations withdrawal and that he had expected its presence to give him a reason for not attacking - all his posturing was for Egyptian political reasons, and he never expected his bluff to be called.
