Try restarting or booting into safe mode.
or...
CTRL+ALT+DEL > Task Manager
Processes tab
Select explorer.exe hit End Process
(this will make your screen go blank except for the Task Manager (do not close it!)
Go to File > New Task (Run) > type "cmd"
Change directory to where the folder resides
type "rmdir foldername" or "del foldername"
After deleting type "explorer" hit enter.
If this happens alot to you, you can install Unlocker. This will give you a right-mouseclick menu option to disconnect a file from all processes without having to close processes and fiddle around. Then you can delete.

if the program or file thats in the folder is open or the windows is using that file,or the file in the folder is a active process then you cannot delete a folder that contains files in that are running as a process or open..try using ctrl+Alt+ Del
to show the task manager and end the application or process..and now try deleting it...
sometime if you just used a file in the folder and even after closing the file thats in the folder you want to delete sometimes its still in the computers memory so you cannot delete the folder and the files in it unless you try after restarting windows...
the other thing could be that the files attributes are set to read only....to change this right click on the file and in the menu that apears select properties and then at bottom you will see 2 or 3 ticks such as read only,hidden etc depending on the files....if you change this click apply after un checking the read only....and then try it should go...if it still wont go then may be its a virus or some file thats used by windows or some program in your computer you should leave it...and ask a computer professional...

Ok, it means, that file is being used by a service, or program running on your PC, click ctrl+alt+delete, then on the top, go to processes. End all the programs you don't need running right now. Don't end anything you're not sure about. after you have the bare minimal running processes left, then try again. If this does'nt work, then reboot your PC, and delete it before doing anything else. If this does'nt work, then post the name of the file on here, we'll be able to tell you what process is running it;-)

If the file's contained inside the folder are currently open then that could be why. If you've checked that make sure your trash isn't full. If the trash is full then clear it out and try again. If you really can't get rid of it stick it somewhere completely unobvious where you'll never look at it again.

I assume it's NOT a System or other Windows protected folder.
Re-boot your PC and try again. If it still won't delete, , re-boot your PC in Safe Mode (Tap F8 key repeatedly on boot-up) and try again.
Finally, delete the entire contents of the folder fist, then reboot as above.

I always right click on the folder
then click on delete
it will read are you sure you want to delete?
just click on yes

OK right click it should give you an option click delete or
go on bit saying my computer then go the bit saying add and remove programs then click the one you want gone.

first you empty the re cycle bin and then try to delete it.
If that doesn't work fist of call close all your applications and then try deleting it.
