can someone tell me how to find deoxys,lugia, or ho-oh on pokemon emerald?

In order to get them in Emerald, you'll need a special ticket which you obtain either through a nintendo event or you can download it from the Pokemon Center in New York at one of their statiosn.

The only other option is to use gameshark or action replay to get them. It's easy, but not safe. Be warned if you use this option it can ruin your game.
