Right click on your toolbar and then left click properties. This will popup a window named Taskbar and start menu Properties. In this window the sixth option say's "Show the Clock". If it has a tick mark in it it will show the clock and if it is unticked then it will not show the clock.

The toolbar is actually called a Taskbar.
