It very well could be a lava rock such as pumice or scoria. They are igneous rocks that are violently expelled from volcano's. The gas escapes the magma as it cools and little holes and cracks develop. Maybe it just appears to be a fossil. If you want to send me a pic i should be able to tell you. josh_maurer2002@yahoo.com

I am not sure you have correctly identified your rock as a lava rock. But let's assume that you have. Perhaps the lava poured out onto a beach, covering a layer of shells--possibly incinerated by the lave but leaving imprints. On the other hand, perhaps, after the lava solidified, some rock boring clams (bivalves that make holes in rocks) or other critters, decided to make a home in the rock. It is rare for fossils to be preserved in volcanic rocks--but it can happen:

In Hawaii, some fossils have been found in lavatubes--not quite the same as being in the rocks,however. http://hvo.wr.usgs.gov/volcanowatch/2000/00_01_20.html
And animal and human footprints have been found in hardened "ash"(which is not the same as hardened lava).

It must be a sedimentary rock, not an igneous rock. An igneous rock is formed from cooling magma/lava which has a temperature of over 2000 degrees C and would destroy a fossil.

If it is a sediment it could be ether sandstone or Fossiliferous sandstone. Lava rock has a very high temperature when created. but if you bought it and a fossil was placed in it then it could be a any type of igneous/volcanic type of rock.
