The same effect it has on all writing. If you confuse the reader, then the total experience of the poem is lost. Note the confusion here.

A diamond dealer sent a telegram back to his home company from overseas with a proposal to buy some rare diamonds worth over 2 million dollars. The response he received was, "No cost is too high."

A comma after "No" changes the message completely from "No cost too high," to No, cost too high."

Remember this: punctuation matters!!

You might think of this as being cute or artsy, but punctuation makes any writing more understandable and easier to read.
Use the words to create the atmosphere of the mood; encompass the feelings you desire; but leave the punctuation in.
