Yes, because the mechanic has to be 100% accurate. Or you'll be bringing the car back and that's why it take much time to diagnose the problem.

You have it the wrong way around, actually normally half the job of diagnosis can be fixing it.

Sometimes the problem can be obvious, but other times you have to check various things until you locate the problem.

This is actually worse in computers and electronics, as you often only find out what is wrong by replacing the part to see if that was what the problem was.
