I have a regular html file and I don't know how to save it as a real webpage. Can anyone help?

You need to have a hosting service. Try a few free ones to start with since you are new. Yahoo Geocities has a free option.

Once you have the hosting set up, you just upload the file to the hosting server (depending on which service you choose may require a different method) and viola... instant website.

If the file name ends in "htm" ot "html" then you are done!

To prove this, just open your browser (like Internet Explorer) and drag the file into it... You should see the HTML rendered in the browser!

If, instead, you mean "publish to the web," then this involves a process called "hosting" whereby the page resides on a web server for access by other machines on the internet.

If you are connected, check with your ISP... Most ISP's include some form of hosting with their monthly fees... Check to see how you can access your ISP's FREE hosting services!

If you have Front Page from Microsoft you can save any page you create using Front Page as an HTML. This way if you want to use it as a web page you can upload the file with the HTML.
