can you summon spirit reaper by last will, or does it get destroyed by spirit reapers effect of being destroyed when it's targeted by a card

The effect does not go into play until after the card is summoned
So yes you can summon the spirit reaper with last will

Yes you could do that. It won't get destroyed by its own effect seeing its not in play yet.
