There's no 'supposed' about it - it's up to you. If you shave your shin area, then lift your leg up and look at the side of it from a light, it's easier to see hairs underneath the leg.
You shouldn't worry about shaving your legs though =)

If you are shaving only because you are going to be wearing a skirt or shorts, you can get away with shaving just half the leg. If you are shaving because you are going to be with a man, shave the entire leg.

I take it by your profile pic you may be a brunette, we tend to have darker hair on our legs and shaving the whole leg looks a lot better. Now blonde's who have light blonde hairs on their upper legs can get away with out shaving the upper leg. This is the only subject I'm envious of blondes for.

depends if you can really be bothered shaving your whole leg. if im wearing short short i will shave my whole leg but if im wearing a kneed length skirt than 3/4 up my leg.

it's up to you, but i usually shave most of my leg when i'm going to wear shorts, a short skirt, or a swimsuit. oh- and nair works well if you're doing your whole leg or nick yourself a lot.
