Yo Ultra dude
With a waterbed---you need the following to have a complete system
the waterbed itself (the container for the water)
framework (this contains the "bladder" or "waterbed" itself)
a liner (to contain water within the frame should a pinhole leak ever occur)
and a heater (believe me here-- water with unregulated temp will freeze your buns off -- without being THAT cold )

Hope this helps
I was partner in a shop that sold waterbeds for some 9 years !

Remember too there is a Lot of weight to them when filled. You might want to consider where to place it. If you have pets, watch their toenails on the mattress. Don't lay anything on it with sharp points.(pencils, etc)

Yes you need all of those you listed, especially the frame to hold it in.
