If anything she's buying off conservative Democrats and moderate Republicans. Liberals don't need convincing.

Nobody beats Repubs when it comes to pork.

According to a Congressional Research Service study, the number of earmarks in spending, or appropriations, bills went from 4,126 in 1994 to 15,877 in 2005. The value of those earmarks doubled to $47.4 billion in the same period. Earmarked projects often include roads, bridges and economic development efforts.

It was the only way for them to get some of them to vote for a pull out date. As much as they are against this war most know that if we pull out now we are just asking for it. They bought their votes so that it would look as if they thought we could get away with pulling out of Iraq.
