Mixed up question.
Ice is frozen Steam and water is the liquid
Dry ice is forzen carbon dioxide and it does not have a liquid state.
Wet is defined as something that has water on it. Dry is defined as the absence of water.
So you are asking when will we the absence of water water be invented?

What about ice in an envoroment so cold that it's dry to the touch?
I think that's about as close as you'll get for now.
You could have 'wet' water, it exists and there's a chemical formula for it.
