One other thing you could do is to post an ad on http://www.tealit.com/. It is a site for both English and Chinese people in Taiwan. A lot of times, Chinese people want to make friends with foreigners. It is a good way to exchange language and culture. In your case, you find someone to take you around, and they find someone to learn more about foreign culture from.
