Safe mode in windows means booting the pc without extra drivers, and software applications.
Usually ur Modem, Network, etc will not work in safe mode. any startup program will not be loaded.
This is very helpful in troblle shooting hardware problems , and also if u want to remove virus , spywares,etc.
after the computer has booted and detected the drives u have to press f8 function key to bring the startup option one of the options is safe mode.

Safe mode is windows stripped of all the fancy stuff,it just loads the basics and the most minimum drivers that windows needs to run. You use it to check to see if things are running ok or not. If you are having hardware faults or you think you may have put something on your computer or installed it incorrectly(be it hardware or software)safe mode is a good thing to use to see where you messed up,and to diagnose such problems. Running it is done by pressing/holding F4 as the system turns on(default,but it's up to the manufacturer)the computer will display a basic text entry,and safe mode will be among the choices(there are many versions of safe mode). Use it only when necessary,but don't use it freely as you can cause irreversible damage to your system,and only if you have serious problems with the way things are going. Using system restore before you do anything else helps greatly. Create a restore point before you do anything in regards to meddling with your system through safe mode,that way,you can "turn back the clock" as it were.

SAFE MODE IS THE ULTIMATE AND MUST DO OPTION WHICH MICROSOFT HAS PROVIDED FOR ITS END USERS.
THIS MODE IS USED WHEN THERE IS A SYSTEM STARTUP FAILURE OR SOME VIRUS RELATED ISSUE.
HAVE YOU NOTICED LOADING SOME SOFTWARE AND THEN NEXT TIME YOU START YOUR COMPUTER AND IT WORKS LIKE A SNAIL.
WELL IN SAFE MODE ALL IMPORTANT DRIVERS ARE LOADED INSTEAD OF THE UNNECESSARY DRIVERS ALLOWING THE USER TO DIAGNOSE ANY STARTUP RELATED PROBLEM .

by pressing F8, when in safemode other device such as video card driver, sound driver, network, etc. here you can fix all the problems you encountered during normal operation...
