Turn your system on and insert your Windows Bootable CD. Then restart your system and boot from the CD ROM. You can do this by entering the BIOS and setting the boot priority to CD-ROM first and Harddisk second. Then after the system loads the setup files from the CD it asks whether you want to install fresh copy or repair. Hit 'R' to repair. Do this if you really want to format your system.
After this, it asks which installation do you want to log in. Press 1 and then enter administrator password (NOTE: This is different from XP User password. If your XP password does not work, probably there might not have any password set for it). Then the command prompt appears with "C:\Windows>". There enter format /? for the details and options of formatting.
If you feel it is confusing, I will give an example here.
C:\Windows> Format C: /q /fs:fat32
Here, c: is the drive that you want to format (the C drive, here) and /q stands for quick format. If you do not know this, keep it. It does not do any harm. Then "/fs" is the file system. There are diffrent filesysems like FAT 32 and NTFS. If you do not want any other Operating system installed except XP, opt for "ntfs" in place of FAT32. It has more security and supports large files.
CAUTION: Formatting erases entire thing on the Harddisk. After formatting, you will not have anything on your disk, even your Operating system and you must install a fresh copy.
Hope you can understand this.

You may need to use your system disk(if you have one) to reformat your existing partition(you'll lose all your stuff, but your system will be factory-fresh,it's a two-sided sword). Or just re-install windows again. If it's a FAT32 error,it's probably related to the booting sequence. You probably put something on there that made windows mad at you. Explain to me in detail if possible. You choice.

turn your computer off and put the installation cd into your cd rom then just do a force shut down (basically turning off you computer
by either turning off the power source or unplugging it)
after that turn on your computer and the installation CD should kick in and then you can reinstall the OS to your computer.
