How can I get rid of hornets that have built nests under my deck?

Area is inaccessible, except for the slats between the deck boards.

if they are truly hornets, be very careful! call a pro.

Use a chemical such as bleach, oils, or other chemicals and poor it down into the area. This will make the nest inhospitable to the hornets and they will leave.

Fly traps, use other traps for flying insects.
