Paying the ransom to Dr. Evil so he wont destroy the world! Seriously though, the best way to spend it depends on the persons goals and the amount of time they have left to enjoy it. Myself, I would invest a large enough portion of it to create a regular income for myself where I would not have to work. Then I would use the remaining portion to fuel a charitable project that I felt strongly about. If I didn't have anything I felt strongly about, then I would buy my way into politics as it seems the perfect place for wealthy men without strong convictions to pass the time :)

The best way is not to 'spend' it all. Ensure your security with some wise investments, then use a lot of your income helping others: first your family, then others who are in need. There are plenty of them, all over the world.

Create livelihood programs worldwide.
especially in africa, asia and india.
Contribute to known private institutions worldwide that would surely help citizens of the country.
Build an efficient, competitive and state of the art public school.
then keep some for yourself and your family's future. =)
