If not all, then the most populated ones? All people leaving within the territories are considered U.S citizens. So why not?

They have to want to be a state and do it by voting for it and all that goes with it.

Territories pay no Federal or State taxes. Don't you wish that you could say that?

I have asked this question a lot.My husband tells me,that they get more benefits by not becoming a US State.I don`t think that's fair.
