I have the ip address of the attacker an I want to know where I can report him/her.

If you know for a fact that you have a hacker from a particular IP see who owns that IP. You can do a lookup at http://dnsstuff.com

Once you know who is providing the IP send your information to the administrator of the ISP that owns the IP and to the administrator of your ISP.

Some will take action to be sure that the activity stops. Some wont. In either case block that IP (most good firewalls and some routers allow you to do that)

Hacking is often caused by either a Trojan Horse, or could be the lack of a decent firewall. First cut yourself off the internet and use an Anti-virus program to eliminate every single virus down. If you don't have a decent firewall yet, get Zone Alarm. It's a free download that works nicely.

Also, get a good Anti-Spyware program like Ad-aware or Spybot - Search and Destroy. It keeps little nasties away from slowing down your computer or compromising your personal information (I.E. credit card)

Also, if I were you, I wouldn't track down this so called "hacker". Basically, if you're not some high-positioned person, the hacker isn't directly targeting you. The guy is simply doing this for fun. It's a waste of time trying to track down these hackers as there is little chance that you will actually get a result.

Remember, get ZONE ALARM. It's a nice download that will stop anything like this from happening again.

IF SOMEHOW, your computer seems incredibly slow and there are simply so many viruses that attack it all at the same time, and spyware is in every single nook-and-cranny of your computer, your last resort would be REFORMATTING. Reformatting is the process of clearing your harddisk of anything that used to be inside. This erases every single piece of information on the hard drive (along with any nasty that was clinging on to it) and allows you to start anew. To do this, you need your Windows disk (the one that came with your computer). Look the topic up in the internet.
