anyone knows how to connect (or get or steal) wireless internet while its administrator set a webpage displays

in that apartment, people may have bought the time of internet & only persons who paid will be having "user name & password" - I don't have either of it. I just want to surf for a while & done

Stop being cheap get you some dial up for like $10 a month. It's not worth going to jail over. Or go to a coffe shop or mall that offers free wifi connections.

There are some tools that I use to do this routinely, although that is for research only and I would not encouage you to actively try and break the WEP encryption that someone has setup on their WAP.
