i've been playing GENERALS for a long time , and i've just managed to start playing online , now when i find some one to play , by the time i've made a 20 or so tanks / solders , they have a masive army . my question is how do they do this ??

The people that play online have usually been doing it a while, especially since Generals has been out for a while. They have tweaked their strategies for fighting human opponents. The things you did that worked on the computer will not work most of the time on other players because they are so unpredictable.
If all else fails, try the "Tank Rush"

they have quick hands, fast economy and they focus on pre-emptive strikes, try foucsing in defense and their army is sitting ducks if you surround them w/ less tanks
