http://www3.nhk.or.jp/anime/saiunkoku/ according to the main website on april the 7th the first episode will air in Japan so depending on the fansub that decides to work on it it'll take a month-ish to start subbing it.

According to the ATV official website, it is CONFIRMED that Saiunkoku Monogatari will have yet another season. It will start on April 2007.

Unless you are in japan, you will have to download the raws or wait for a group to sub it.
