well people say it, but i have keenly observed that it is not true, liars are liars even after they are dead drunk.

I agree with you, I was married to an alcoholic for 12 long and miserable years and he was a liar from the day I first met him at the age of 16 and is still lying to this day. He never stopped lying when he was falling down drunk. The man wouldn't know truth if it hit him in the face. No, a man does not speak the truth when he is drunk.

They don't speak the truth, they just express their true feelings, because alcohol lowers their inhibitions, and makes them free to be and do whomever or whatever they really want.

As far as lying goes, alcohol makes people very bold about lying. Watch all those cop shows, the cop pulls them over and the first thing they do is lie, "I swear officer, I have not been drinking. I was just driving when your lights flashed in my rearview mirror, and it made me swerve. I can take a test right now to prove I am not drunk." All the while, the same guy is pissing on the cops leg indicating his dislike and utter hatred for the cop.

Really? Well, I'm a girl, and everything I say when I'm drunk is always true. It kinda sucks, because I blurt out things I really don't want people to know about me, or whatever.

Most people I've known also tell the truth when they're drunk.

Not necessarily..
As you've said, there are still people who can lie even if they're terribly drunk. It all depends on the "mood" (e.g. there's this thing bothering him and want to share/expose it to someone but cant) of the person and how drunk he is - If he's willing to "expose" something then there's a possibility .

There are exceptions always. I have heard an episode of a Hindu saint. He wanted to test whether he will be religious even after consuming a drug which will make him 'mad'. He instructed his disciples to administer the drug to him and record his behavior after he turned mad. He prescribed an antidote for the madness which should be administered to him after all the experiment. He was administered the drug. He became mad. In his madness He composed beautiful poems on God very religiously. After he came to his normal self, it was found that the poems written during his madness was highly spiritual and elevating and it was published. If it is the case with madness, why not with drunkenness.

I don't think its truth so much as it is things they have held off from saying. It may be truth to the person saying it but some things are just worth keeping to yourself.

Not necessarily. Alcohol tends to loosen inhibitions, and people are more likely to say things that they would ordinarily suppress, but "In Vino, Veritas" is not entirely reliable.

that's true. If they want something to come out it will. But if they are telling lies , it will stay lies even if they are drunk

Better stated, people betray their inner thoughts/feelings more when they are drunk. It amplifies your existing mood, and cuts down your reasoning ability.
