It is a type of wheel trim. I cannot find any other meaning.

Possibly a mis-spelling of MULSANNE.

The annual Le Mans 24 hour race is run on a circuit which includes a long straight section called the MULSANNE STRAIGHT. Recently, a few kinks have been put into it to stop the cars reaching dangerously high speeds.
