Truth be told, who cares about bush. we care about the people in the Middle East and our soldiers there. if there is one reason that people hate bush is that a LOT of people are dying under his control for something called oil. so in a way good economy for the price of blood. and i should know because i lived in the region for 12 years. IT ALL ABOUT THE MONEY.

The 2000 Election was a shambles - a disaster for the country and its biggest victim was George W. Bush in terms of public perception. It was technically the closest election in history, nothwithstanding the fact that 2 million more people voted for Gore than Bush, because the difference in Florida was only a few hundred.
A lot of people thought the Bush camp acted dishonestly. Some of it was circumstantial. The fact that his brother was governor of Florida; the fact that the Secretary of State, who was in charge of the vote count, doubled as campaign manager for Bush's Florida campaign; the fact that there were voting irregularities (the hanging chads); the fact that, instead of going with the Florida Supreme Court decision and letting the re-count go ahead, Bush resorted to the unprecedented move of filing suit with the conservative-leaning U.S. Supreme Court, then lobbied some members fiercely to rule that the re-count should be stopped. As it turns out, had the re-count been allowed to go ahead and the expat votes been counted, Bush would have won legitimately (though only by a handful of votes).
He got off to a very bad start. He was the first president whose car/transportation to the inauguration was attacked by protestors. Even Lincoln did not suffer that humiliation in even more divided times.
His early administration did not start with a bang, but with a fizzle. The impact of the dot-com bubble bursting was starting to take effect. By his sixth week in office, the US technically entered a recession.
Bush did not help himself by shunning Washington and appearing to spend most of his time on vacation. Of course the official line was that he still worked when he was on vacation, but the media showed constant images of him baling hay and riding around in his pick-up. This had a very negative impact on perceptions. Even his supporters worried about his image, and many tried to get him to spend more time at the White House and less at Crawford and the family compounds in Maine and Florida, but to no avail. This, and other factors, strengthened the perception among many that Bush was stubbornly independent and even downright selfish.
Bush had to do a lot to downplay his fratboy lifestyle before he entered politics, and some of the things in his past that had come to light during the 2000 campaign, but he did a pretty good job of overcoming those obstacles.
Bush signed a dubious Executive Order early in his presidency which sealed the presidential records of the previous three administrations. A lot of people suspected, and most still do, that this was specifically to protect members of his administration from scrutiny over their participation in questionable actions during the Reagan/Bush 41 administrations.
Bush also used his executive authority to overturn important treaties the U.S. had signed up to during the Clinton administration, namely membership of the International Criminal Court and the Kyoto pact. He also overturned some of Clinton's executive orders - most of which were environmental in nature. This was either proof or enforced speculation that Bush was anti-environment and was paying back the oil, gas and other polluting industries which had helped finance his campaign (and, on closer scrutiny, his life and livelihood).
It did not help that his father was still loosely involved in politics, serving as an advisor to the Carlyle Group which had ties to energy and arms sales.
It did not help that Bush's appointees were all fierce loyalists, all of whom had either served his father or had worked for him in Texas.
It did not help that Bush's administration was ultra-secretive.
It certainly did not help that the moderate, consensus-building former Texas governor had felt the need to reward the right-wing of his base by doing a complete about-face on issues like gay rights, and with a Republican majority in both houses, resolutely refused to work with Democrats.
Prior to 9/11, Bush's polling numbers were deeply unfavorable, so many people are suspicious of the fact he used 9/11 as a political tool - some believe cynically - a small handful even believe he was in some way culpable or had advance knowledge and did nothing.
It did not help Bush that the CIA and/or his administration skewed evidence to gain popular support for what has turned out to be a very costly war. It especially did not help that the year before the invasion, the Bush administration diverted resources away from the war in Afghanistan (without consent from Congress) to gear up for a war in Iraq which he portrayed as a "last resort".
He is frequently ridiculed for his lack of prowess as a public speaker, and accused as a result of being unintelligent.
As you can see, most of Bush's problem is image-related. Of course his actions and those of his administration have been contributory, but he began his presidency encumbered by negative public perceptions and has not done enough to correct that.
