I need to film inside a closed down hospital - an old mental institutional one would be best.

Runwell hospital in Essex. It has not totally closed yet but it has lots of unused buildings/wards due to it's forthcoming closure.

This really is an easy one. Call the London Health Department and ask them. It would fall under their purview any way and you would almost certainly need permits.
