All of the southeast is pretty hot and muggy during the spring and summer - Alabama, Georgia, Florida, Mississippi, etc. But it does tend to get cold in winter and it snows every once in a while.
Out west, California and Nevada are warm and sunny for much of the year. Texas is blisteringly hot during the summer, and rarely drops below freezing in the winter.

Probably a tossup between arizona, new mexico, and texas. On the second tier you would have california which gets hotter or florida which has a higher average temperature.
