for example it seems to be rainy tomorrow,,,,does it mean it seems like i will be rainy tomorrow?

Yes, it does. Here seems means it will apparently/possibly be. Or it is likely to be. However, we don't know for certain because we can't see it, and it hasn't happened yet.

"It seems to be rainy tomorrow" does not seem to be a correct English sentence to me. If you are wanting to make a speculative statement about tomorrow's weather you would say "It seems that it is going to be rainy tomorrow" or "It looks like it will be raining tomorrow" for more colloquial English.

'seem to be' is when you are not sure, when you don't want to commit, when you want to be a bit vague!
