The visual aspects of water itself in its liquid form is clear.... "neutral"
Other objects IN water in its liquid form often give some color to it.

White = All color
Black = No color

"Clear" or neutral is the dividing line between the two.

Darklight, also known as "Shadow" is also part of the light spectrum, its the negative form of light and all aspects of it are typically reversed from all that we preceive in "light". It too uses "Clear" as the neutral or dividing line between its opposites.

the "Color" of something is light reflecting off it in microwaves our eyes can detect. Like glass, light passes through small amounts of water, making it clear, or nothing colored, where as with large quantities of water, the light reflects blue or greenish.

clear but when it gets deep it almost looks bluish green. Its like glass. its clear but when you have a really thick layer of it it looks almost blue.

also the "color" in water can be due to pollution or things in the water
