Definitely change the impeller if it is more than three years old regardless of how few hours are on it. It may work ok now but will fail quickly. Better to put a fresh one in now than have it go bad in the middle of the lake.

THe water is for cooling the motor and as the motor speeds up more cooling water is required and will come. It sounds alright to me I have repaired these things for years.

impellers are like car tires, they deteriorate with time regardless of use. change it. it only costs $10 or so.
