63 is the telephone country code for The Philippines - not the postal code. The postal codes are not commonly used there, but they use ZIP codes of four numbers unlike the US with 5 or 9. By the way, they do call them ZIP Codes.

every place in the world has a postal-code. One example is Beverly Hills - it has the postal-code 90210. when you send someone a letter or parcel, this code is very important. You may spell beverly hills wrong, but the post-office can still read the postal-code and put the mail in the correct box... also if there are e.g. 2 cities called Jackson, then the only way the post-office knows which one you mean is thru the postal-code. postal-code is also called zipcode in some countries.

Postal code use when you will send mail. It doesnt matter if you have no postal code in sending mail but its necessary that you have the complete address. 63 is a country code of the Philippines and it is use when calling from abroad just add 00. example 0063 + area code + telephone number.
